Great question!  Both courses meet the requirements for initial certification as an= facility administrator in the state of California.  The major difference is that  the ARF(Adult Residential Facility) course qualifies you to take the state exam to operate a 24 hour facility  for individuals ranging from 18 years of age through 59 years.  Whereas, the RCFE (Residential Care for the Elderly course is for individuals seeking to become certified as an administrator in 24 hour location for elderly 60 years of age or older.
